The European regulation derogating the exhaust fumes for electrical systems is contained in Directive 2009/125/EC, amended by Regulation (EU) 2015/1185.
Directive 2009/125/EC, also known as Ecodesign, establishes the minimum energy efficiency requirements for products placed on the European market.
Regulation (EU) 2015/1185, also known as Energy Labelling, establishes the rules for the design and energy labeling of products.
According to these regulations, electrical systems with a power of less than 70 kW can be installed with wall exhaust, in derogation of national regulations which generally require roof exhaust for all heating systems.
To benefit from this derogation, electrical systems must meet the following requirements:

In Italy, the derogation for exhaust fumes for electrical systems is provided for by paragraph 9 bis of article 5 of DPR 412/1993, amended by Legislative Decree no. 102 of 2014.
Paragraph 9 bis states that "The exhaust of combustion products from systems with a power of less than 70 kW, powered by electricity, can be carried out on the wall, in derogation of paragraph 9, if the exhaust duct is made of non-combustible material and has a section of no less than 150 cm²".
